The coming rulings on private and business FAA regulation of UAVs (Unmanned Aerial Vehicles AKA Drones) will empower or handicap independent film production.  In 2012 the FAA was mandated to develop rules for civilian commercial and hobby Unmanned Aerial Vehicles (UAV) and Unmanned Aerial Systems (UAS), AKA “Drones”.  Seven aerial filming production operators filed petitions for special wavers which were approved by the FAA in late 2014 and they began offering lawful aerial filming services. The MPAA (Motion Picture Association of America) supported this and on January 29, 2015 another operator was granted an exemption under Section 333 “Special Rules for Certain Unmanned Aircraft Systems”.
